Public Works Overview

The Buena Park Public Works Department is responsible for the ongoing maintenance programs for city streets, utilities, buildings, equipment and the city's engineering, transportation and capital improvement programs. It has 72 employees, an operating budget of over $13 million and consists of the following divisions:

Administration: This division is responsible for the overall management of all public works activities and operations.

Engineering Services: This division is responsible for the design and management of all city-funded construction projects. This would include the installation of new sewer and water lines, public buildings, major street repairs and construction site inspections. It also maintains records and maps for city facilities and provides technical support to other city departments.

Traffic Services: This division is responsible for the installation, timing and maintenance of all traffic control devices and signals. It also conducts engineering studies of traffic conditions and works with the Police Department and other agencies to improve traffic conditions in the city.

Equipment Maintenance: This division is responsible for the maintenance and repair of all city-owned vehicles and equipment. This includes everything from police cars to cement mixers.

Facilities Maintenance: This division is responsible for the maintenance and repair of approximately 55 city-owned buildings and facilities.

Street Maintenance: This division maintains all city streets and public alleyways, repair curbs and sidewalks and trims all trees located adjacent to city streets and traffic medians. They maintain approximately 175 miles of streets, crack seal 50 lane miles of street each year and they annually repair and replace some 350 miles of curbs and sidewalks.

Utility Maintenance: This division maintains and repairs the city's 260 miles of water and sewer lines, including water valves, all 20,000 water meters, eight water wells, and a 20 million gallon underground reservoir.

 


Right of Way Permits

The Public Works Department is responsible for inspecting all work done within street limits. Anyone who has questions about permit fees or how to obtain a permit should contact the Engineering Services Division at (714) 562-3686. Some of the things that permits are needed for include:

  • Widening or replacing your driveway approach
  • Having a dumpster placed in front of your property
  • Landscaping work between the sidewalk and curb
  • Closing streets for block parties
  • Repairing your sewer connection to a city main

Right of Way Permits are issued by the Public Works Engineering Services Division. Interested persons should call (714) 562-3686 for information about applicable fees and procedures. Please remember that in some cases, a pre-job inspection may be needed before a permit can be issued. If you are having work done by a contractor, they will have to provide the city with some additional information regarding their license.

Stormwater Programs

Water quality is one of our highest priorities here in the City of Buena Park. The Federal Clean Water Act mandates that the State of California keep trash and other pollutants out of its precious waterways. The City is implementing a new program called the National Pollution Discharge Elimination System (NPDES). NPDES reinforces the City's Stormwater Drainage Ordinance created in 1996. We are assisted by the Regional Water Quality Control Board (RWQCB), Orange County Stormwater Division and all other cities within the County to reduce and eliminate stormwater pollution.

Stormdrains are designed to remove rain water from the street. Water flowing from your sidewalk goes into the inlet, flows through the City rivers, and then ultimately ends up unfiltered in the Pacific Ocean. This is different from our sewer system which carries water from inside our homes to a wastewater treatment facility.

Rainwater will carry everything in its path to the ocean. Things like trash, automobile fluids, chemicals and animal waste get carried away by water in the street. Dumping these items into the stormdrain is unhealthy to our waterways and is also illegal. For example, did you know that one pint of motor oil can produce an oil slick of approximately one acre on the surface of water?

Water Quality Management Plans (WQMPs)

WQMPs are required for many construction and redevelopment projects. A WQMP describes all post-construction activities and Best Management Practices (BMPs) implemented to reduce stormwater pollution as required by the Santa Ana Regional Water Quality Control Board.

The following attachments can be used to describe why a WQMP is necessary, determine the priority of the project and also view the template for submittal.

Model Water Quality Management Plan Template
A template is provided to assist in designing the WQMP document. Simply input required information into the Word file. All WQMPs must be submitted using the City's WQMP Template.
