The City Manager is appointed by the City Council as the administrative head of the City. The City Manager is responsible to direct the daily operations of the City, enforce City laws, to prepare the municipal budget, and to implement the policies and programs initiated by the City Council. The City Manager appoints all of the department heads and directly oversees their operations.

City Manager for the City of Buena Park is Rick Warsinski.
Mr. Warsinski has over 30 years of municipal government experience, with 27 years in the City of Buena Park. Mr. Warsinski served as the Community Development Director prior to appointment to his current position. His key projects during his tenure as Community Development Director with the City include the development and implementation of the Entertainment Corridor and Auto Center, redevelopment of the Buena Park Mall, with numerous housing, commercial, and industrial projects. He has served on the board of the Orange County Planning Directors Association and was its President in 2003. Mr. Warsinski obtained his Bachelors Degree from Chapman University and his Masters Degree from Cal State University, Dominguez Hills.
