Buena Park was incorporated as a General Law City on January 27, 1953. As a General Law City, it is governed by a body of rules in the State Constitution and may adopt its own laws in areas not preempted by State Law.

Buena Park operates as a council-manager type of government. Under this type of government, the City Council is the policy-making body and the City Manager is responsible for carrying out Council policy.
